The Israeli military said that it launched “a precise and targeted operation” in Al-Shifa Hospital in Gaza City. The White House had earlier cautioned Israel not to carry out airstrikes against the hospital.

John Kirby, a spokesman for the National Security Council, told reporters traveling aboard Air Force One that Hamas and Islamic Jihad “use some hospitals in the Gaza Strip, including Al-Shifa and tunnels underneath them, to conceal and to support their military operations and to hold hostages.” Kirby’s comments represented the first time the U.S. has said that Hamas is operating out of the hospitals.

Senior officials called for the Palestinian people to be at the center of governance in Gaza—unified with the West Bank under the Palestinian Authority. Secretary of State Antony Blinken described a vision for rebuilding Gaza and a path toward Israelis living side by side “in space of their own with equal measures of security, freedom, opportunity and dignity.”

Secretary of State Antony Blinken and his deputies are speaking with their counterparts in Arab states about plans for governing Gaza after Israel finishes its main military operations there, according to people familiar with the early stage conversations. Secretary of State Antony Blinken is headed to the Middle East for a series of visits aimed at easing the humanitarian crisis in Gaza, and is expected to raise the issue of a pause in fighting among other measures, U.S. officials said. The U.S.’s chief diplomat will be visiting Israel on Friday for meetings with members of the Israeli government, followed by a stop in Jordan. TEL AVIV—President Biden, reaffirming U.S. support for its longtime ally in the war with Hamas, said he believed Israel wasn’t responsible for a deadly blast at a hospital compound in Gaza that has demonstrated the volatility of the conflict and heightened fears of escalation. “I was deeply saddened and outraged by the explosion of the hospital in Gaza yesterday, and based on what I’ve seen, it appears as though it was done by the other team—not you,” Biden told Israeli Prime Minister Benjamin Netanyahu before departing Israel on Wednesday evening.
